Four years since Russia’s full-scale invasion, Ukraine continues to face sustained attacks on its infrastructure, energy systems and economy.
Civilian infrastructure that powers homes, heats hospitals and delivers water have been deliberately and repeatedly struck in clear violation of the laws of armed conflict.
Yet across the country, communities continue to show resilience, keeping essential services and local economies running despite ongoing disruption.
Following consultations at the 62nd Munich Security Conference, Dr Andrew Forrest confirmed a further $3.7 million in immediate, lifesaving humanitarian assistance for Ukraine and in defence of international humanitarian law.

As winter deepens, strikes on energy infrastructure are disrupting power, heating and water. Minderoo’s latest support for frontline agricultural communities includes access to alternative power sources to sustain critical supply chains. This additional humanitarian funding will help farming families remain on their land and keep production running.
Ukraine’s agriculture is central to both its economy and global food security. When agricultural production falters, the effects ripple far beyond its borders. By supporting Ukraine’s agricultural sector, we are helping protect lives and livelihoods while strengthening economic recovery and global food stability.
But recovery without accountability is fragile.
International humanitarian law is clear: civilians and civilian objects must be protected. Energy systems and food infrastructure necessary for survival cannot be targeted. These are binding obligations, not optional standards.
The gap between known violations and actual prosecutions remains too wide, particularly for crimes against Ukrainian children and families.
Minderoo will intensify efforts to document and pursue prosecutions for violations of international humanitarian law, including support for frontline organisations undertaking evidence collection and legal action. And we will also help protect and reintegrate Ukrainian children and families who have suffered some of the gravest harms of this conflict.
Four years on, Minderoo remains committed to Ukraine and supporting the systems that sustain its economy and ensure accountability as the country continues to rebuild.
