Minderoo Foundation announces US$2.5 million to advance global fossil fuel phase-out treaty

Minderoo Foundation has committed a further US$2.5 million (A$3.8 million) to support the Fossil Fuel Non-Proliferation Treaty Initiative, a global effort to accelerate a just transition away from coal, oil and gas – the primary drivers of global warming – and fast track practical solutions.

Dr Andrew Forrest AO announced Minderoo Foundation’s continued support today at COP30 in Belém, standing alongside Treaty Chair, Dr Tzeporah Berman, in a united call for a fossil-free future.

The Fossil Fuel Treaty Initiative is a diplomatic initiative driving international cooperation to accelerate access to renewable energy for all, end the expansion of coal, oil and gas, and equitably phase-out existing production in line with what science shows is needed to address the impacts of climate change.

The initiative is working to formalise a multilateral treaty process to place fossil fuel phase-out at the centre of global climate commitments. The treaty would provide governments a framework to align national plans with global climate goals, help complement and implement the Paris Agreement, and unlock the international support needed for a global just transition.

It builds on decades of calls and campaigns for a fossil fuel phase-out and fair energy transition by governments, civil society, Indigenous leaders, and grassroots movements, particularly from the Global South.

Minderoo Foundation’s continued support will enable the initiative to further strengthen its global coordination, expand regional capacity, and deepen engagement with governments and civil society.

“The science is settled, and the economics are catching up. Fossil fuels are the single biggest driver of global warming and the single biggest barrier to prosperity”, said Dr Forrest.

“A cooperative global phase-out is the only responsible path – it cuts emissions, lowers prices and builds energy security for every nation.”

The initiative is currently backed by 17 nation-states, including 11 Pacific governments, and more than 4,000 organisations and leaders. It is building momentum toward coordinated international action, with Colombia, one of the participating nations, announcing plans to host the first International Conference for the Phase Out of Fossil Fuels in April 2026.

“Minderoo Foundation’s continued support is a game-changer in our fight for a fossil-free future,” said Dr Tzeporah Berman, Chair of the Fossil Fuel Treaty Initiative.

“This funding will accelerate global momentum and strengthen our push toward a coordinated plan to phase out fossil fuels. With Colombia preparing to host the first Intergovernmental Conference next year, and growing support from governments and leaders worldwide, we’re seeing a historic shift from rhetoric to real action.”

“This treaty isn’t just about ending fossil fuels. It’s about justice, cooperation, and securing a livable planet for all.”

The initiative holds particular importance for Pacific nations, which are on the frontlines of climate change. These countries have long championed calls for a just and equitable transition away from fossil fuels, recognising that their very survival depends on urgent international action.

This partnership reflects Minderoo Foundation’s commitment to coordinated, long-term action on climate change, accelerating the transition to Real Zero emissions through collaboration, innovation and accountability.
